President of WILCO, Dr. Paul M. Kim, has an earned doctorate in Pubic Administration and is a retired Commander, the highest Civil Service rank, from the Los Angeles Police Department (LAPD). He was also the first and the highest ranking Asian-American officer of the Department.
As a general staff level officer, he was a permanent member of the LAPD Use of Force Board where officer-involved-shootings (OIS) and other significant death and injury cases involving police use of force were adjudicated. He was also a member of the LAPD Board of Rights where internal disciplinary cases were heard and decided. He is also a graduate of FBI National Academy (172nd Session) and West Point Leadership program.
In addition to ten years of commanding officer experience, Dr. Paul M. Kim was a Commander in charge of all training for the Department. He is an expert on performance standards on the following police management issues and investigations:
